I am using Outlook 2013, with an outlook.om and a Hotmail.com email account. Both have been converted to use the Microsoft Exchange server, some months ago now.
When sending emails from the outlook.com email acct via my (windows 8.1) mobile phone, the emails send immediately.
But I can wait 2 hours for one or more emails to clear the Outbox on my Windows 10 Pro desktop, and until I use the Send/Receive or F9, they just stay there.
The status line on Outlook shows ll folders are up to date / connected to Microsoft exchange. I am receiving emails periodically.
I had expected that some few 10s of seconds after composing an email and clicking Send, it would clear the Outbox.
My internet connection is not great, but because I receive mail during the period when the Outbox is not cleared, I don't think intermittent connection / breaks is the problem.
Just now, I am running SFC /scannow as suggested for a similar problem -

- but I haven't seen that windows error at all.
