Custom Forms Don't Always Auto-Forward From Public Folder

Hello all,

Our environment:
Server: Exchange 2007
Clients: Outlook 2007 and 2010 (some cached mode and some not)
Client Operating Systems: Windows XP Pro 32-bit, Windows 7 Pro 32-bit, Windows 7 Pro 64-bit

We have a simple custom form that was originally created in Outlook 2003 which captures details of upcoming travel for an employee. There is no "code" (no VBA or anything like that) but rather just some fields that capture the information. This form is published to the organization and works flawlessly when posting to the public folder. The posted forms can be opened and display perfectly.

The issue we are experiencing is that we have set up the Folder Assistant for the public folder to forward the submitted postings to 3 staff members with a format of "Leave message intact". This forwarding works fine for most of our users but we have some Outlook 2010 in cached mode users for whom the postings are not forwarded at all; the posting works and the form appears in the public folder, it is just not forwarded. In other instances we have some Outlook 2010 in cached mode users who make a post and the forwarded message does not contain the form information but rather uses the standard message form instead so the form informaiton is not visible to the recipient without having to go to the public folder and opening the post.

I have been searching on this extensively but haven't come across any answers yet so any help or suggestions are much appreciated. Thanks!
