Outlook - Hotmail/Outlook.com issue

My apologies up front if i'm in the wrong forum. My default personal email account is Hotmail and i have numerous contacts that i manage through my Outlook 2010 client. I believe i'm using Connector view my Hotmail emails in the client and I edit my contacts on the Contacts page of the client. I also have that Hotmail account on my Android phone and that's how i sync my contacts to the phone - through the Hotmail (now expired, using Outlook.com) app on the phone and the contacts show up there under People.

since the Outlook.com upgrade on the phone from the Hotmail client i'm having problems seeing updates that i'm making in the Outlook 2010 client. I'll make a change or addition and first i'll go to the Outlook.com application on my computer to check to see if it updates there, but no. I'll also check on the phone, first doing a manual sync in either or both of the account in Settings and the app itself. Again, not syncing.

Any advice?

If the updates you make in outlook are not going to outlook.com, make sure you are using the correct folder in outlook - switch to the folder list and see how many contact folders you have. Are you putting the new contacts in the Hotmail data file?

I am using the correct folder. I'm manually updating the contacts in Outlook.com (rather than relying on an automatic sync from the Outlook/office 2007 client) and that seems to be working but the sync to the smart phone isn't working.

I got on the phone with Microsoft's support people and the tech remoted onto my computer and determined it's a server issue on their side and that an update to their servers would be required. I find that suspicious.

Any insights?
 
I know two things:

1) There are issues syncing contacts with Outlook 2013. While you are using a different method and I haven't heard of problems with it, I won't rule it out because there is not a large user base for your configuration. That updating them causes them to sync tells me it's the same problem as in Outlook 2013.

2) There are issues with outlook.com the past few days.

That said, I believe half the story - that there are problems on their side - but not that an update will be required to fix it. Unless said update is going to fix the current problems too.
