I see you are running Outlook 2013. Be sure you have all it's updates installed. Also, are you sure it's 64bit? You might also try:
- Backup your local .PST File
- Uninstall iCloud-CP and reboot
- Install latest iC-CP v3.x

Right, 64bit Windows ... but Office programs themselves like Outlook are usually 32bit. I understand that is changing nowdays. I was just making note of it in case it mattered. Just be sure it's up-to-date (use WindowsUpdate).
