Can't create NEW GROUP and add/remove a member from existing Group in Outlook

Hi, I am using Outlook. Neither able to create new group nor add/remove members from exiting Group. Error Window appears "We can't open the Add Members right now. Please try again later." when I click on "New Group"

Are you trying to create an Office Group or a Contact Group (AKA a distribution list) ?

Which version and build of Outlook are you using? See File, Office Account for the information.

Are you using a business Office 365 account or Outlook.com?
