Create Rule to Forward Email if Subject Begins With

I am trying to create a rule to forward emails from a specific person if:
  • The email is from a specific person.
  • The subject line begins with "Action Required by Reviewer".
  • The email must the first/original email, so the subject line doesn't begin with RE or FW.
I know that using 'contains' (for the subject) will certainly forward the email, I only want to forward if the email is the original and not a reply to me or forwarded to me. I didn't see 'begins with' in the selection so I wasn't sure if there was another way of creating the rule.

I might take two rules.
Maybe grab the qualifying emails and move them to a unique folder.
Use the 2nd-Rule to forward any qualifying emails to that person.
... something like that?

I'm good with using 2 rules, but how do I make a rule that avoids moving emails that are a reply to me or forwarded to me? Am I overlooking this in the rule selection?
