Autocomplete not working properly

I am using Outlook 2021 on a Windows 11 laptop. I have one (Exchange) account setup connected to an outlook.com email account via an OST file. I also have a PST file open, containing my calendar and contacts (there are no calendar or contacts in the OST file), and I have adjusted the address book settings (Address Book > Tools > Options) so that both fields ("When opening the address book, show this address list first" and "When sending email, check address lists in this order") are set to list the contacts from the PST file.

When I open the address book, or when I create a new message and click on the To button, the contact list from the PST file is shown correctly. However, the autocomplete is not working (when I start typing a name or address that is in the contact list, nothing happens).

If I recreate the autocomplete list by emptying it, creating a new email, clicking the To button, and selecting the entire contact list, then the autocomplete starts working, but as soon as I close and reopen Outlook, the autocomplete stops working.

I tried setting both the OST and the PST as the default data file, and I tried disabling add-ins, but this had no effect on this issue.

How can I get the autocomplete to work properly?
 
You are emptying it using the button in File > Options?

After emptying it, close Outlook and go to %localappdata%\microsoft\outlook\roamcache - is there an autocomplete file with the current time and date? Delete or rename it then restart Outlook.

Does it work correctly now?
 
Yes, I am emptying the autocomplete list using the File > Options > Mail > Send messages > "Empty Auto-Complete List" button.

I tried just now using that button, closing Outlook, then checking the %localappdata%\microsoft\outlook\roamcache folder, but there was nothing there with "autocomplete" in the filename (screenshot below).

When I restarted Outlook, autocomplete was not working. When I created a new email, clicked the To button, and selected the entire contact list, then autocomplete started working as long as I kept Outlook open, but when I closed and reopened Outlook, autocomplete stopped working ... and there is still no autocomplete file in the roamcache folder.
 
Well, my Auto-Complete works fine, and I've never clicked that little-button inside Outlook-Options.

I suggest you go to the main Contacts view, and then Properties on one of the Contact Folders.
On the SECOND-TAB of Properties, change one of those Outlook Addressbook names a bit, so they are NOT both named just "Contacts". Mine were, but now I have them named as Contacts & Contacts iCloud. Don't mess with these names in other places.

Obviously, this helps you select the proper one in various options-settings.
