Before my recent performance problem caused by adding some hierarchal public email folders to public favorites, i used to only have a non shared public contacts folder as a favorite and as an address book.
it definitely would appear as an "other contact" when I opened the People navigation pane.
After I deleted my public folder favorites, and then added a new public contacts favorite, I went to the People nav pane. The old public contact name showed there until i clicked on it. Then it disappeared.
The new one will not appear there no matter what i try, rebooting etc.
MS tech says he tried same but public contacts folders are never supposed to show on the People nav pane.
