Leave mail on server when Outlook off

When I travel, I don't want mail moved from the server to Outlook. I want to see it from my phone or iPad directly from my Yahoo/Verizon account, and if I delete a message on the server, I don't want it to ever download. I have "Leave a copy on the server" unchecked, but even with no instances of Outlook running, incoming mail seems to get downloaded. How can I prevent it from downloading?

(When I was using Eudora, I just closed Eudora, and the mail stayed on the server until I reopened Eudora, which was just what I wanted.)
