Outlook not receiving mail

Hi I work at a company and several users are having an issue where Outlook will not receive messages. Even when clicking the send/receive button. It shows the inbox is syncing. We use imap and either Outlook 2019 or Outlook 365. If I close and reopen Outlook the messages will come in. Some of the users also have an issue where messsages will appear in the inbox and then dissapear only to reapear later. I came across something on the web that Google Chrome could be causing the issue and followed the steps to fix it. But that did not work and most of the users do not have Chrome installed. For the last user I uninstalled Office 2019 completely and installed Office 365 and the problem still persists.
