Greying out the theme button in outlook

Does anyone know of a way to grey out the button so its not accessable? I was able to use a gpo to keep them from changing it but since the button is still available now users say my outlook is broken. So if i can grey it out all together it would be best? This is uses to stop the ability to use stationary.
