Emails going to Junk folder

Outlook 2016 32 bit

IMAP
My friend's Outlook 2007 is routing all mail to the Junk folder unless the sender is in Contacts or has been listed as a safe sender. The spam filter settings are on the Low setting, the most permissive setting. His antivirus is a free one, not Norton or any other that takes over the antispam settings. Any ideas? Thanks
 
OK thanks. I passed that on to him. Don't know the email account type.
