Stuck using OWA

Email Account
Exchange Server
I am using OWA. I set up my email in outlook. All information is in correctly and I keep getting error message that exchange server is not available. I had suggestion of starting the Exchange Address Book. It I snot listed under administrative tools on my computer. I am using 2007 version. Any suggestions?
