When I attempt to open outlook I get an error:
Cannot start Microsoft Office Outlook. Cannot open the Outlook window. The set of folders cannot be opened. Errors have been detected in the file C:\Documents and Settings\Sabrina\local settings\application data\Microsoft\outlook \outlook.pst. Quit outlook and all mail-enabled applications and the use the inbox repair tool (scanst.exe) to diagnose and repair errors in the file for more information about the inbox repair tool see help.
I have attempted to repair the .pst file using scanpst but it fails. Do you know another utility preferably a free one which I can use to repair the file.
From my stand of point, you should try some other manual ways to sort out the bug before going for a software. This error just does not occur becaue of corrupt PST file. It also popped out when the settings of navigation file gets corrupted or because of corrupted Outlook profile and others too.

Apart from it, re-configuring Outlook profile could help to fix this error. At last, if these troubleshooters do not help, you can go and find third party utilites. But yes, a few of them provide demo versions and you can have from their official sources:
These are some vendor’s names that I got from CNET vendors lists:
