Outlook 2003 .pst Will Not Restore Completely to Outlook 2019

Exported 2003 to a .pst, ran scanpst.exe until no errors, attempted restore to Outlook 2019. Some folders restored, others did not; same subset of folders after multiple retries. Restored back to a fresh Outlook 2003 install and all folders restored properly. I'm stumped.

You are just opening it in Outlook, not importing? If you look at the folders in the folder list - ctrl+6 - you don't see the folders?

Are the missing folders mail folders?

I added the email account to a new install of Outlook 2019, then imported from outlook.pst on the old computer. Old email was saved in a series of subfolders under a "History" folder. The missing folders are all subfolders of "History".
