How to use outlook 2003 calendar in always offline mode

Hi!

We want Outlook calendar to replace our paper booking calender at work. The problem is the security rules says that we can't have the computer connected to Internet. We can only us with locally. The idea is to use outlook calendar offline with its great functionality.

The IT-support says it's not possible but I say the opposite.

Please help me with this☺
