Why is "Value Required" checkbox greyed out for Dates?

Email Account
Exchange Server
Does anyone know why the "A Value is required for this field" checkbox is always greyed out for OlkDateControl objects and DTPicker Objects.
And how can I make the checkbox active?

Adding a Validation formula like the one in the picture above doesn't work for me because it causes the form to be flagged as harmful.
