Outlook 365 Notifications ("toasts") have no action buttons, only 'X'.

New message notifications for my primary Exchange (MS365 online) account only show an 'X', while notifications for my second MS365 (also online) account show Trash, Flag & 'X'. This is happening on different PCs, one that was just set up yesterday, and both are running Win11. How do I enable the action buttons for my primary account's notifications? Thanks.

Both accounts are Microsoft Exchange? IMAP accounts will only have one button, Exchange accounts will have 3.

There is no separate option for accounts. It's all or nothing for all accounts. (The exception is if notifications are off in Outlook and you use rules to display the notification.)

The left was sent to a Gmail account, the right one to my Gmail account.

Yes, both accounts are M365 Exchange (different subscriptions, too), the same behavior happens on two different PCs, and the same M365 account is default on both Outlooks. I changed which account is default, but that made no difference, either.

I just made some add'l tests. I set up my problematic M365 account in Outlook on my NEW laptop's admin user account, where I've never before activated any M365 apps, and new messages notifications still only get the 'X' option.

Can you think of something in either my M365 user account or Exchange settings that could be causing this?
 
NOTE: I also disabled all rules in my problematic email account, and still get only 'X' option on notifications.
 
Rules shouldn't have an effect.

Am I understanding correctly that the notifications on the two imaps have 3 buttons on the old laptop? (They should only have 1.) The 3 accounts on the new latop should have the 3 dots since all are Microsoft accounts.

If you make a new profile on the new ;aptop with only the problem account in it, does it still only have 1 button?

No, new messages to the IMAP accounts only show the single 'X', also, the new laptop's Outlook doesn't have any IMAP accounts, only Exchange Online accounts.

I just tried each Exch account, individually, in it's own Outlook profile, and on the new laptop. The work account, even as the only account, still shows only a single 'X' in the toasts. The personal account shows all three buttons.

The problem has to be with my work Exchange account, though I can't think of what it could be.
 
FYI, I've opened a service request / help ticket with MS Support.
