Email wont send some of the time

I am trying to work on someones Outlook 2010 for them. Everything works normal, then send won't work. Everything just starts piling up in the outbox, I restart Outlook and it sends. Why would it send after restart? I am not showing errors or problems and it only happens every 2-3 days.
 
Do you get any error messages? What antivirus is installed?

A common cause of send problems is an antivirus scanner scanning outgoing mail. Try opening Outlook in Safe mode and see if the error comes up. (Hold Ctrl as you click on the Outlook icon to start in Safe mode.)
 
It is running Avast. I have about 15 computers all running the same anti-virus. This is the only one that gives me trouble. I haven't seen a single error. I have uninstalled and reinstalled. It is Windows 7 with Outlook 2010. Everything is fully updated.

Try deleting the SRS file. It's in %appdata%\microsoft\outlook or %localappdata%\microsoft\outlook
