Point Subject Line to Data Field

Good afternoon,

I was wondering if the Subject line can be populated with text and the <<First Name>> data field or from my Contacts found in People.

I would simply like it to say, Hi <<First Name>>! and apply that to many emails for a mail merge.

It can if you use mail merge or a macro.
Don't let the birthday part of this scare you off - http://www.slipstick.com/developer/create-deferred-birthday-message-contact/ - it pretty much does what you want. It is for single contacts but that isn't hard ot fix either.
