I just sent a personal message to my wife's work email, she quickly text me that her job looks at her emails! I quickly recalled the email, but I am not sure if the other people "that look at the emails " will be able to receive and see it? When I sent the email to her and she received it, how does Big Brother get to read it? are they automatically sent a copy of her inbox? has Big Brothers unopened email been recalled?
 
If she read it, you can't recall it. She can Shift+Delete it and as long as they don't archive all mail (she can't delete from the archive) or they don't recover deleted items (assuming she is using Exchange), it will be gone from her mailbox and safely away from prying eyes.

It's hard to say if anyone besides her saw the message - all companies have the right to access the mailboxes but that doesn't mean they do. If she is covered by laws that require mail be kept for years, it will be kept. Not necessarily read by others, but kept.

BTW, how they get a copy varies - all admins can access her mailbox, some bosses have full access permissions to mailboxes. Some companies redirect copies of all mail to another mailbox to peruse it. Others archive it (often for legal reasons) - in many cases, no one actually reads it unless they need to for legal reasons.

Recall wouldn't work on the copies - it would only work on the unread message in her mailbox.
