Keeping Outlook contacts on PC after signing out of icloud

I use outlook 2010 calendars and contact information even when offline. I logged into icloud and my data all zoomed off into the cloud leaving outlook completely denuded of calendar and contact data. When I did this previously (2014) as I closed or signed out of icloud I was prompted to save a backup offline/pc which when selected put all my data back into outlook. This time this does not seem to be an option. The only thing that has changed appart from the never-ending updates, is that I move to Windows 10. I am now at a loss because I need my data resident on my PC. Please can you tell me how to copy data back from iCloud to my PC for use when offline.
 
If you are just offline, you don't need to sign out of icloud - data won't sync but you'll have whatever was synced.

If you are going to stop using icloud and you don't get the option to make a backup, you can move or copy items in the icloud folders to the outlook folders. (Use list view in the calendar).

I haven't tested signing out of icloud 5.1, so maybe they did remove it - i know it often resulted in duplicate and triplicate copies because users made a copy every time it asked.
