Unable to install without email account

Using Windows 7-32 bit, Outlook 2016. (part of MS Office-Home & Business Edition)

Wish to install without an email account for use of calendar, contacts, tasks only. In other words, wish to use as a "PIM". Opening splash screen insists on an email account.

Have tried the /pim switch without success. Any suggestions to get past that initial splash screen?
 
Of course you need an e-mail to show that you are real hu,men and get the connection method

The build is 90292167 and checking for updates indicates I am up to date.

Do NOT get an error message, rather upon attempting to open Outlook you simply get a splash screen that wants you to insert your email address followed by setting it up for an email account. Yes, put a profile name in via the "Mail" program under Control Panel and also tried it without a profile being set up in advance. Neither way works.
 
P.S. The splash screen you get is the same as if you simply attempt to open Outlook without use of the switch.

Older versions of Outlook always offered a choice to set up without an email.
