Font size increases when forwarding emails

Whenever I forward or respond to an email, a portion of the body of the previous message increases in font size from say an 11 pt to a 48 or more. This happens almost everytime. No issues when send an email for the first time. Only happens when I reply or forward someone elses message. What do you think are the ways to address this?
 
The entire quoted message has the large text?

Does it happen if you use Safe mode? (close Outlook. Hold Ctrl as you click on the Outlook icon to start in Safe mode.)

Are you using a virus scanner on your email?

We see random large fonts when a virus scanner scans email but it affects a sentence or two - not the entire reply.
