Estimated time in preview bar.

I am running Outlook 2010 on Exchange 2010 Enterprise. My question is how does Outlook calculate the estimated time preview in the status bar during synchronisation. For example it will show “updating inbox (1.04MB, 1 hour)" and then complete within 5 minutes. What is Outlook basing this on as it causes confusion for users?
