Outlook 2010 - Reading Pane and To Do Bar Settings Not Saved on Exit

My usual view for Outlook is to have the Reading Pane on the right and the To Do bar switched off. However, when I exit Outlook and go back in, the Reading Pane has gone and the To Do bar is on. I've tried restarting the PC but its the same - I can change the settings and get the Reading Pane back whenever I want, but when I exit Outlook it loses the setting and defaults to no Reading Pane again, and the To Do bar on.

I tried starting Outlook with these command line switches:

/cleanviews
/resetnavpane
/resettodobar

It made no difference, Outlook still won't retain my setting of having the Reading Pane on the right, with the To Bar off.

Is there a way to resolve this?
 
Thank you Dinae, the issue is with Office update KB3114409. As soon as this was uninstalled it stopped Outlook opening in safe mode.
