what is the best way to organize outlook contacts

I have a database of about 3000 contacts and I would like to organize them just once so I was wondering if it is better to assign categories to all of them or group them in contact groups or both or something else? In other words, when selecting groups for mail merge, what tools are best? Thanks for any advice.
 
My recommendation is to use Categories. If you want to create some contact groups, that is fine, but the main organizational method should be categories.

When you mail merge, you can start it in outlook - select just the contacts you want to include and start the merge.
