outlook rule doesn't run automatically

I configured a rule in Outlook 2010 to move emails to a specified folder when received in a specific data span. It works automatically for a long time but stopped working lately. It works when I run the rule manually. Is there a fix for it?

I tried: outlook.exe /cleanrules, recreate the rule; recreate outlook profile; rename srs file; create the rule in outlook2003 & 2007; create different rules for testing, all works; increase rule size limit to 256kb on exchange server.
