Outlook 2010 Send from other email address uses account address instead

Outloook 2010 (POP3/SMTP) has a handy facility that allows you to select the email address from which the email is sent (or rather, the email address that appears in the Sent From: field). It's been working fine for ages and today (or maybe yesterday) it stopped working.
Specifically,
- I say Send from Joe@home.com
- Outlook uses the default email account to send it (fred@home.com)
- The mail arrives saying it was send from Fred@home.com
How can I get this to work again?

Who is your email provider? They may have changed something on their side to force the account owner's address. Was the message downloaded into a different email client?

When you use this method, the message is sent "from account on behalf of other account" and some mail clients will display the 'account' name, others will use the 'other account' name but both names will be in the message header.
