Reply & Forward Date in original message incorrect

Outlook 2010 32 bit
Email Account
Exchange Server 2010
When I reply or forward a message the date format in the original does not include the actual date, it includes day month time but not the numerical value for the date i.e. 18th as below. Other users in my organisation don't see this, OWA doesn't behave this way on my account and when I logon to our Citrix system with my logon I don't see this behavior. So its something on my local machine.

After months of searching and minutes after submitting this question I found my operating system Long Date format was screwed up.
