Outlook 2013 "Item could not be moved - still an issue for Outlook 2013

I have run into this bug only in the past year or two, even though I have been using Outlook 2013 since, oh, about 2013. There is a closed thread on this topic in this very forum. Item cannot be saved because it was modified by another user or window

In the most recent case, even after selecting another message, I still can't move, or even copy, a particular message. I just did a "check for new mail" sync, and that didn't solve the problem.
