Can one change the formatting of email title blocks?

On the Outlook 2021 Home screen, I would to change the formatting of the title blocks (if that's the correct term) so as to make unread emails easier to spot. At present they just have a blue line on the left hand side and the title is in a bold blue font. I would like to give the whole block, say, a light blue background, in the same way that flagged emails have a light yellow background. I've looked at the conditional formatting options but can't find an obvious way to do this.

Does anyone know if it is possible please?
