[outlook-users] Create contact group from other user's contacts

Outlook 2010 on Exchange

Owner rights have been granted.  Assistant can create contacts for attorney but cannot creat a Contact Group.  What can be done to make this happen?  Assistant does not have a dialog box to make it an address book.
