I am trying to install a sound here-C:\Windows\WinSxS\x86_microsoft-windows-shell-sounds_31bf3856ad364e35_6.2.9200.16384_none_13bd881386f05be8

Why won't it let me?

That's not where you would normally install sounds (or anything other files).

To use the folder, you need to right click on it, choose Properties and then Security tab. Click Edit and give your account Full control.
 
I have my Wav file in Windows/media but it does not play.

It still plays the default sound.
