Address book doesn't update contacts? Please any help would be great!

When I add new staff via Active directory, it populates in in the global address book, but it does NOT update in the contacts, and the contacts are what sync to the phone, and all of our employees are given droids with exchange set up and it is set to sync and active sync is set on the exch server as well.
In outlook exchange (2013 is what I am using) how can you, when you add contacts to the global address book, have them auto update in the outlook contact list so that it syncs with our employees phones (the phones sync with the contacts, not the address book)? As of now, I have to manually "copy to contacts" any new emloyees that are added so that it can sync with the phone. That makes no sense at all! So that isn't syncing anything! It's just refreshing what is already there! It is terrible! So, every time that I add new employees via active directory, I then have to remote in, or walk to about 60 comouters just so I can "Copy to contacts" the new employees that were added! I realize that the employees could do it, but trust me....they won't.
 
So, no one on an outlook forum has ANY input on this? This seems odd. I have been asking this question in about 5 different forums, seems like somewhat of an easy question....but NOT ONE PERSON has responded.

Hi. Try to remove "use cached exchange mode" in outlook mail account settings. After that, view address list and tell me about result here.

Sorry, I missed the question, probably because it had multiple replies, which removed it from the 'no replies' list.

Unfortunately, users need to use the add contact button to add a GAL entry to their contacts folder. Once it's added, a feature of the Social Connector will keep it updated if the GAL is updated, but there is no way to automatically add contacts as they are added to the GAL. Well, now way in Outlook. You could write an addin to do it, but I'd probably just send a welcome email around and remind people to add the entry to their contacts so it syncs to their phone.
