Question on pop email

I have Outlook set to download via pop, and leave the messages on the server. If I then delete the message from my Outlook inbox, how does Outlook know not to download the message again, since it is still in the server's Inbox, but not on Outlook? I assume it is flagged as already downloaded, I am wondering if that "flag" is stored in my Outlook, or on the server?

The flag is stored in the pst file in a hidden message and it is tied to the account & profile that downloaded it - the hidden message is a Mailbox manager file. If you create a new pst, a new account or delete the mailbox manager file, the messages will be downloaded again.

I've got an Outlook 2010 that sometimes does create multiple messages, I'll look into whether any of those conditions are at fault..
