Question marks in messages

We're having any issue with a vendor (using Outlook connected to email hosted in Google Workspace). When they send a message, several punctuation marks are replaced by question marks. I've included some samples below. The sender said that no one else has reported issue to them. We've checked the Preferred encoding for outgoing messages: Western Eurpopean (ISO) is set on both the sender and recipient. After we reply to their message, any additional replies from their end appear normal - so this only happens with new messages from them. Messages sent plain text are ok. We've tried using different fonts (ie: Arial) on the original message as well. Any ideas on how to resolve this? It makes for some very distracting emails. Thanks

Look at the message header / message source - what font and encoding do they use? That it works in plain text points to font as the most likely cause. But they could use using a character set that you dont have and the character set your computer is using as a substitute have those characters mapped to ?
 
The source indicates it's using utf-8 and Calibri as the font. So, nothing out of the ordinary. On the most recent test, I had him select everything in the message body and delete before sending a new message to both my Exchange mail and Gmail. I have attached the message sources.
