I wonder whether a Skype update (or configuration) is the culprit of this corruption. I have had these messages under Windows 8 and eventually turned off all programs with an internet connection (for updates etc). When I turned off Skype (including loading at start up), I got my emails to send. This did not work under Windows 10 but this SFC fix did. Could be coincidence but I wonder...
 
It could be related or it could be two different issues. :) There are some programs that are known to cause problems sending messages for some users & there is a known problem with corrupt files after upgrading to windows 10. It's possible the files fixed by SFC are causing the problems with some of the programs... or it's just a coincidence.
