Outlook 2013 cannot send email error 0x700700c1

all of a sudden outlook can no longer send my mail messages. I can receive but cannot send. The messages stay on the Outbox folder. I tried deleting the account, recreating it, checking the settings with the service provider...nothing helped.
 
Does the error include any text? What antivirus do you use? Does it work if you use Safe mode?


To open Outlook in Safe mode: Close Outlook then hold Ctrl as you click on the Outlook icon. You'll get a message asking if you want to start in Safe mode. Click Ok.
