I cannot start Microsoft Outlook 2013 directly opening a .eml message

Outlook version
Outlook 2013 64 bit
Email Account
Windows 8 + Office 2013 (fresh 64bit installation)

If I try to open a eml file I got error:

1- if Outlook is close: Cannot start Microsoft Outlook

2- If Outlook is open:The attemped operatotion failed: an object could not be load.

The regestry seems to be ok. If I try to open from cmd prompt I got same result!

Any idea?
