Outlook 2013 changing iCloud reminder time?

Hi,

I have a recurring daily reminder set up in iCloud to alert me at a specific time of day. The first day I set up iCloud on my Windows machine, the reminder popped up properly in Outlook 2013, at the expected time. However, after I marked the reminder as Completed, it popped up again the next day, but at 12:00 AM instead of the configured time.

Is Outlook supposed to change the time of the reminder? Or is this a bug?
