This is possibly a bit off-topic, but I haven't found a reason for this. (and it may be in the wrong forum)

I have .msg files saved by either Outlook 2010 or 2013 desktops, or .eml files saved a long time ago from Outlook Express (etc).

I cannot open them by double-clicking on the file (from Windows Explorer) when Outlook is active (or inactive). Windows 10 Pro, 64-bit.
In earlier Windows with Outlook 2010 desktop I do know that I routinely opened saved .msg (and .eml) files, as they are relevant to projects in combination with other documents.
This is the error message that results -

i'm assuming outlook is set as the default for everything... it might be because you have 64-bit outlook installed - that tends to cause weird issues like this. You definitely should be able to open them tho.

Do you have all updates installed for your version of Outlook? Try a repair.

I have some information here - Outlook is Not Recognized as the Default Email Client
