Title pretty much says it. For instance: When I boot (Outlook 2016) at 7 a.m., there is an avalanche of overnight mail. After that , nothing happens for as long as 90 minutes, then another flood arrives with times from 7:01 to 8:29 (approx.). Is this something I can control, or is it my ISP (Time Warner)? Anything I can do about it?
