Changing the default form in Outlook results in plain text

I have been attempting to have Outlook use a custom form for the default meeting requests within the company without much luck. It isn't fancy, just a specific font and some autoshapes around the fields. I have published the form to the Organizational Forms Library and am able to use 'Choose Form' and have it look just fine. However, when I go into the calendar folder and make it use the same form as the default option, it shows up in plain text when I select 'New Meeting Request'.

The weirdest part is that if I look on my calendar or in sent items, the formatting is there, but whatever text was entered as plain text doesn't exactly line up.

We're on Exchange 2010 and have been able to reproduce the problem 100% of the time with Outlook 2010 32-bit and 64-bit, and also Outlook 2007. Has anyone else ever run into this?

I neglected to mention that the form contains tables as well.

When you open it manually, unisng Choose Form, and send it as a meeting request, it works as expected?

Yes, it works as intended when going through the forms menu, but when using the Forms Admin tool (and tweaking the office version in the resulting REG file), it shows up as plain text. Normally, I would just instruct the user to go through the form process, but they are particular about it. Evidently, it worked in their Office 2003 implementation.

I did some digging into one-off forms and it appears that the Meeting Request is exactly that: based off of the appointments form and generated on the fly. Even if I fixed the plain text, it would make all of their appointments use this form. I am skeptical of their claims that it worked in the past.

Sounds like I'll just have to use an add-in button that points to an Organizational Forms Library. Thanks for your help.
