Scrolling in a email message

Email Account
Exchange Server
Has anyone seen an issue whereby you are in an email message and you are attemtping to scroll to the bottom of the message and the scroll bar immediately begins to scroll back up. Almost like a yo-yo effect
 
Does it do it all the time or just after outlook has been running a long time?

Which mouse do you use?

It could either be a bad mouse driver or low resources.
