Cant reinstall POP email account

After I filling in all the information for a new email account. The first message ...is " the Specified Account was not found. It may have been deleted." Next screen is "Testing Account Setting" At this point the screen is locked up. Also one of the windows in the back ground "Directory Service (LDAP) Settings" is visible.

Op Sys: Windows 7 (64bit)

I'm missing something, even uninstalled Office and reinstalled.
 
I found this in another forum ... AMD video card ... go figure.....

Hydra Vision is usually located at C:\Program Files\ATI Technologies\HydraVision\HydraMD.exe, but if you want to make sure it won’t startup again, you must configure it with the Catalyst Install Manager.
Open “Programs and Features” in the Windows Control Panel, and run the AMD Catalyst Install Manager. Select the Custom Uninstall and check the option to remove HydraVision.
