Outlook form dissapear after sent

My company got two server for exchange that use different domain (domain A & domain B), I've also install custom form in their personal library. When user from domain A send an email with outlook form to the same domain he can see the form but when send to other domain (domain B), they cant see the form. This is also the same for domain B.

Is there a certain setting that are blocking the form from sending?
If I publish them in the organizational forms library on both server is it gonna be the same?
 
forgot to mention, custom form is working between domain B. When user from domain B send to A, domain A can see it. But if A sending to B, they cant see it.
