Other user's calendar view showing as busy in 2007 & 2013 from my account

Outlook 2013 32 bit
Email Account
Exchange Server
When I open other user's calendar, all their apt/meeting show as busy from my 2007 & 2013 desktops. Peers open the same calendars and they can see apt/meetings. Checked view settings, delegation, no rules and permission, default = free/busy. is there something I missed? my brain hurts. thank you.
 
Default of Free/Busy = free/busy only. Your account needs at better permissions to see full appt - reviewer or higher.
