I have two separate questions, the first is how do I go about pointing Outlook to a specific folder so I can keep my user files on a NAS? This way no matter which PC I use in my house, Outlook on the PC I am using will open my PST/OST from the NAS.

Secondly I use the calendar on my iPhone then back it up to Outlook on my PC through iTunes. I also use Outlook on my iPhone for email...but ironically the calendar on my phones Outlook does not sync with my PCs Outlook calendar. A bit out a circle huh?

I assume there is a way to save my Outlook calendar on my email server but I have AOL and I assume you would need a Microsoft related email account for that?
 
Don't try to move the ost - the account that created it is the only one that can use it. I don't recommend using a pst over a network drive, but you can try moving the pst using the steps here - Move an Outlook Personal Folders .pst File - but outlook doesn't always work well if the post is on a network drive. You may need to map the drive so outlook sees it as a drive letter. Note that any network glitch could cause corruption in the pst and it is not supported by microsoft. if you are able to do this with a pst, do not leave mail on the server - each outlook may re-download the mail, resulting in duplicates. Also, make sure outlook is closed on all other computers - the post can only be accessed by one outlook at a time.

Outlook desktop doesn't have a phone sync utility built into it. It only syncs if you use an account (outlook.com or exchange server) that is stored on a server. In the future gmail will be supported via the Microsoft Cloud but it is not expected to support iCloud, Yahoo, AOL or others in the future - Gmail has an API they can hook into for two way sync, the others do not.

if you don't use exchange, you need a 3rd party utility to sync outlook to your phone. iCloud syncs, using the iCloud addin from apple.
