Setting Color codes for each user of a shared Calendar

I work in IT for an engineering firm and in our HR department we have an Outlook 2010 Calendar shared through an Exchange 2010 server. The head of HR want's to be able to set color codes for events and such that apply to all users so when she makes changes it will affect all the users of that calender and not just her own personal interface.

I didn't see any easy option for this and figured that asking someone who knew would be easier than digging exhaustively through old forum posts and every setting in outlook.

Right now when she makes those changes to the shared calendar no one sees them but her.
